Our engineer has told us that filling a pipe with concrete (for a pole mount application) is not strengthening it.
As soon as the wind blows & the pipe bends/twists the concrete begins to break up inside, making it useful only as a water wick. We did a few this way, but ultimately stopped (concrete filled that is, not well pipe).
