Jason - I'm not understanding what your inspector is pushing back on. The
enclosure lid needs to be able to open, the handle needs to be accessible
for operation, and NEC 110.26 working clearances need to be maintained. I
suppose there may be manufacturer clearance requirements, but I haven't
seen them for standard knife blade disconnects.
