I use a tool called IISAdmin (http://www.firstserved.net/services/iisadmin.php) which is a control panel tool that lets you create multiple sites on IIS 5.1 on windows xp (note iis 6 is not available in xp).
The only caveat is that only one site can run at a time. This allows me to mimic my setup on my production server with relative ease. (That and I dislike administrating apache and also occasionally do some .net work.) I also wanted to store files such as xml settings or uploaded documents outside the web-root, so they couldn't be accessed by everyone The solution I eventually came up with was to install apache, running on port 8080 so it doesn't conflict with IIS. All my old sites are still served by IIS, but each new one I set up as a virtual site in Apache. This keeps my sites separate, and is probably a lot closer to the shared hosting they get deployed on. Although I deploy to a windows server running IIS, I've yet to come across any problems due to running Apache on my laptop.
