Serious answer - some corporate firewalls/proxies do not pass WebDAV
protocols (mine being one of them). So, TortiseSVN can't see outside our
local network. Furthermore, some corporate policies prevent you from
installing/running any software that hasn't been officially approved by the
Powers That Be (mine being one of them, too). So, I've been connecting from
home, doing a SVN Update to get the latest stuff, then zipping it and
getting it here using allowed channels. Until I got that figured out
though, I couldn't get anything but the fairly outdated zip file from the
website.

Why would you expect someone to go to the trouble of zipping up a
distribution for you when you can so easily access it via SVN? Serious
question. If you're not using a version control system for your own
code, you should be - consider this an opportunity to get familiar
with SVN.
