I pasted the error from an old one I had setup by mistake. However, Subversion still gives the same error with the new URL:
RA layer request failed
svn: PROPFIND request failed on '/trunk'
svn: PROPFIND of '/trunk': 501 Not Implemented ( http://svn.reactorframework.com)
Tortoise SVN also gives a similar error:
Error * PROPFIND request failed on '/trunk' PROPFIND on '/trunk': 501 Not implemented ( http://svn.reactorframework.com)
Both work fine from outside our corporate network.

Also, try to use the repo browser (at least in tortoisesvn) to get to the files, then do a checkout from there.

Related to this topic, we also can no longer access SVN repositories over HTTP from behind our corporate firewall. Therefore, we find ourselves in a similar situation of not always being able to quickly get the latest revision. We had no problems accessing the repositories using the SVN protocol. The error that comes back from both Subversion and Tortoise SVN is:
