Nah, a lot can also be done at the lowest level. Been there, done
that.
Sure, no problem to globally optimize a multi-MByte binary in near-real
time as the final step of a compile...
You should probably join Apple or Microsoft, just to write an optimizing
loader, since any app would get faster using your technique ;-)
