It seems that your previous knowledge is misleading you . I actually did test my solution before answering, which seems to be a better way of problem solving in this case:
A file type with creator "****" and type "fold" will not receive an drop event, but a file type with creator "????" and type "fold" will. So again: Obviously creator codes does matter. If that fact contradicts your internal knowledge, that might be an indication for just another bug.
