I doubt it will be easy to do business with Germany from France, while a single person in the Benelux could have all the language and cultural skills to handle France, Germany, the Benelux (and even the UK too).
That's true, you'll find quite a lot of people that are fluent in at least three languages over here in Belgium (Dutch and French are a must, English is mainstream, German is quite well known in certain parts of the country).
