I like many of the changes, but prefer lots of small windows to one

couldn't agree more - spend far more time resizing things than
actually working. Tear-off palettes would solve almost all of my
problems. I use two monitors and the large monolithic window dulls
the experience considerably. There are several tear-off palette
feedbacks and they are all very well supported so I'm hoping it may
get done eventually.
Essentially, if there could be a configuration option so that
double-clicking on something opened it into a new window rather than a
new tab in the current window, that would cover about 99% of what I
want.

agree and the same goes for the tear-offs. Make it an option so those
who like the single window can have it and those who prefer the
separate can have their option.
There are a couple of follow-on changes, such as getting rid of the
window/code button so that I can have both open at once. (Actually,
this button isn't even consistent with the current model: you should
be able to have both a window and the code for the window open in
separate tabs.)

I've always thought the easiest thing would be to have the tab be the
toggle button between code and layout. Double click the tab and it
toggles between code and layout. I do like the idea of being able to
drag a tab to create a new window/palette ala Photoshop, ID etc.
