Why not? Because of the current split personality of Mac OS, I would suppose. PDF (as a standard picture format) is a classic NeXT thing; PICT is a classic Mac thing; the modern Mac is a hybrid of both. For apps that continue to support classic MacOS, or which have a substantial code base from the classic MacOS days, supporting PDF is rather difficult to do.
