Because programs for Windows that _aren't_ made in RB tend to splatter
themselves all over the system.  Users have come to expect installers.

When talking with clients who want Windows development done (in RB), I
have to spend a lot of time explaining how simple an RB installation
is.  It's easier just to wrap your exectuable in a simple installer
than to worry about it.
