Nope. It states: the one that provides the server to which I connect
needs to pay the license. If the server is already running and is
paid, then just connecting to it does NOT make me to buy a new server
license.
And there is a big base of users that have access to a paid server

without having to pay the license for it.
I don't know any around :-)
hundreds of ISPs provide free access to their MySQL server.
