users get connections consistent near 56k performance,
become the norm, streaming video will become a reality
for everyone.  Its kinda hard to expect good video with
only 15k (assuming audio is encoded at 5k).  You can
get some decent video for 56k users, since u can have
video encoded up to 29k.
