I'd suggest that for 20kbps video streams, you use the "slideshow" encoder
setting when there's a lot of movement in the source video.  Granted, it's
not exactly video, .. but it's a lot more acceptable looking over a 28.8
connection.

for everyone.  Its kinda hard to expect good video with
only 15k (assuming audio is encoded at 5k).  You can
get some decent video for 56k users, since u can have
video encoded up to 29k.
