I think fixed bugs are not shown by default, unless you are admin on the
project. The two assigned bugs are probably some old non-critical ones
that were researched but not found important enough to fix or would have
taken too much resources. That is actually true for almost all the
outstanding bugs.

1. iirc you should be able to open/edit rc files on ordinary text editor.
I haven't done it since summer but I did built the viewer on my home
computer with VC 2005 express and I don't recall having any problems.
2. This should only cause problems if you plan to contribute code to the
server.

I think the bug is known now, but no idea when it'll get fixed.
