In other words, its almost impossible to draft a preamble that isn't
internally contradictory.

The only solutions that cope with these two elements that aren't
contradictory might be along the lines of either:

"We recognise that some of our people believe in an almighty god and some
do not,
We recognise the cultural diversity of our people"

OR

"We  recognise an almighty God,
We recognise our cultural diversity, except in so far as many of our people
fail to recognise an almighty god"

You can't have it both ways.
