agreed, this is impossible with an out-of-the box Red5 server.  In theory, you could build a web app that sits on Red5 and simply listens and processes those jpegs as they come in using ffmpeg.  Or you could license one of the two existing video codecs so that these jpegs could be done on the fly in the popular On2 format. 

We do not have any plans on codec encoding/decoding on the server.  So unless, a codec is released open source or Adobe moves to an open source codec were stuck sitting on our thumbs.
