John, try to use AMCap with the VH Screen Capture Driver. You can download it from the same page as the driver. Run your flash/flex app and pick the driver as webcam. Then launch AMCap and go to Options > Video Capture Filter and then you can config the driver correctly. I'm able to broadcast at 800*600 without a problem.
