You're not going to like this solution, but we had the same problem last Fall with 7.5 -- disable NavMan, or get "You are not authorized..." errors on projects. After working w/ (at that time) RedDot support for several weeks without being able to resolve the problem, they suggested we build a new server, export all our projects and administrative settings, then import everything into the new server.
