You're not going to like this solution, but we had the same problem
last Fall with 7.5 -- disable NavMan, or get "You are not
authorized..." errors on projects.

After working w/ (at that time) RedDot support for several weeks
without being able to resolve the problem, they suggested we build a
new server, export all our projects and administrative settings, then
import everything into the new server.

It was painful (we had about 220 projects to migrate), and there was
some cleanup required (some projects lost their user assignments), but
it made the problem go away.
