Whenever I get this problem, it's down to one thing: the page that the user had assigned to them as their smart-edit start page has been deleted. For example, imagine you assign page ID 100 to a user, and then the next day page 100 gets deleted... When that user next goes into SmartEdit, they will see 'You are not authorized for this page'.
Hopefully that's what your problem is.
