Richard is correct.  Please allow me to elaborate on the why.

The ioapplication, ioadministrator, and project databases were
imported onto another database.  Whatever the user the DBA used to
import becomes the database owner.

Lets say user A was used to import.  In RDServer.ini, user B is
configured to access the database.

Two things one can do:

1.  make user B have access to the database

2.  user user A in RDServer.ini.
