I'm not sure if there's a good answer to your question.
I use the "Securing and Optimizing Linux Red Hat Edition" book
(http://www.linuxdoc.org/LDP/solrhe/
Securing-Optimizing-Linux-RH-Edition-v1.3.html.tar.gz)
which details the minimal install for a server but it only gets
the size of the install down to 230 Mo or so (like yours, in fact).
You can probably shrink it by a few Mo (I don't do every single
thing they recommend) but I doubt you'll go under the 200 Mo
limit.
OTOH, I installed a RedHat 4.2 for old times sake (RH 4.2 was
my first distribution) and the standard install was just over
200 Mo in size. By unselecting almost everything, you do
down to 140 Mo or something (my memory is fuzzy on this).
A RedHat 5.2 might be a better for this because it's still
supported by RedHat.
