I would not use a website authoring tool.  They create ugly code and
are difficult to manage (uploading static pages, really?).  I think it
would be much better would be to use WordPress to build the site
(http://wordpress.org/).  That way they can manage their website very
simply through a web interface.  They could pick any of the free
designs to use (http://wordpress.org/extend/themes/)- or if they want
to have more control over the design, use a theme like (http://
wordpress.org/extend/themes/constructor).

I'd also recommend checking out the premium themes at www.woothemes.com.
There may be an off-the-shelf design that works well, or they could
use Canvas to build there own (http://www.woothemes.com/2010/02/
canvas/).

The advantages of WordPress is that it is a free open source
publishing platform with a lot of plug-ins.  Therefore, it's really
easy to add rss feeds, a slideshow, image galleries, contact forms,
twitter feeds, and all that other stuff that is becoming standard on
the web today.

A lot of hosts offer a one-click install for WordPress now.  If they
