Karlie, for the price you're looking at, you could easily do two things: 1) Go with a hosted solution like Steve recommended.
2) Go with a basic account at a provider (bluehost, hostgator, etc) where they can register the domain name, get a hosting account with a cPanel for adminstration, & a one-click installation of WordPress or other CMS & then use a free or low-cost theme for a somewhat custom look & feel.
