Because the IC number looks to me like a encode/decode PL board
maybe  the diodes for diferent tone  tx- rx................does it was
conected in the front of the radio near the antenna conector????

Looked a lot like something from Norcom in Grass Valley CA - Can't find a
listing for Norcom anymore - wonder if they are extinct?
