I tried doing that using a commercial tone panel, but one problem is all
the rigs out there with no high pass filters on the mic kept falsing
other codes, and the output tone jumped around too much.

Also, the more tones you use, the more likely you are to duplicate tones
used on distant repeaters. Using only one tone per repeater, you can get
away with not duplicating tones for something like 450 miles. IOW, you
have a 450 x 450 mile (roughly 6 x 6 - 36 tone) grid where each square
uses a different tone. This equates to a 75 to 100 mile per repeater
coverage allowance (not all that great). 450 miles is overkill, you say?
Well, have you never heard of band openings? 450 miles is nothing for
even a modest opening. Giving each square only two tones, your
duplication comes down to 225 miles - quite regular in a minor band
opening condition. Let's face it, if there is a band opening, and two
repeaters are using the same tone, and both go to CTCSS access, what
changes? Nothing! Both still hear each other's users/repeaters.
