[Repeater-Builder] RBI-1 Serial interface and FC-1

There has got to be more than just the FC-1 protocol that drives the RBI-1 such as remote high/low power, dc power on/off, etc. AH6LE uses the FC-1 for his serial converter to drive the Kenwood G707. That is what I am trying to do with my SCOM-7k. It uses the Doug Hall RBI-1 serial stream. Is this public?
