Writing the code is easy.  Software is easy...that's why it is so popular.  
Tons of high school drop outs doing it every day, hi.

The format of the data was somewhat complex and as you said wierd tones like 
530 Hz and 1250 and don't think was ASCII.  Had to build tone decoder and 
speciallized serial port.

Can't find the FCC EAS protocal, but think the end commands were same as start.

Of the professional units I've seen they used lots of DSP.  Obviously Radio 
Shack, Midland and others found a simpler way.  I was working on decoder a few 
years back, but lost interest.  Same with EDACS trunking.  Had it decoded.  
Guess good gave both up.  RS and others did both and cheaply, hi.
