Tom, The Icom H-16 radio cannot process digital coded squelch; it is capable only of tone coded squelch.
I have to wonder why a Ham repeater would convert the access to CDCSS (Continuous Digital Coded Squelch System) unless the intent was to create a defacto "closed repeater" which could be accessed only by persons with commercial-grade or high-end and recent Amateur-grade radios. Other than keeping out the riff-raff, one advantage of DCS is that there is only one approved format, and that means that radios of any brand can mute silently with any other brand.
