Each member has a proportional number of votes consistent with the number of licensed hams that live in their area. So, one member may have 1 vote who is in the middle of nowhere compared with someone in a populated area having 12 votes.
Hard to understand? Look at the Electoral College. Someone can pick up many more votes carrying the states of CA and NY over someone who picks up Utah, Montana, Nebraska, Idaho, and Arizona even though there was more than a 2:1 state win.
