On mine I actually found a DIP-switch controlled CTCSS board. I could 
locally generate the CTCSS signal without actually installing the 
jumper. 

I will warn you: GE Mastr IIs can have a million jumpers installed in 
various places all over the chassis. Give it a good once-over and make 
sure that everything goes where it should. Just as many of them were 
left in original state as were hacked or rewired. They are good, simple 
radios however. If you can find a local tech who worked on them who is 
willing to walk you through the paces, it is worth the time. Having the 
right GE test set helps as well.

If you find a radio that doesn't have much issue transmitting but has a 
deaf reciever, you might assume the radio has been struck by lightning. 
I have a station that exhibits this problem.
