A nationwide bandplan? LOL!!! Good one! ROFLMAO It couldn't be done with just NBFM. What makes you think it can be done with the new mix of modes and bandwidths that will be the "flavor of the week"?
Seriously, the minority of hams have NB equipment and don't care to change. The solution will be repeaters that can handle multi-mode *IF* more modes are what we need. Like was just posted - why bother trying to emulate networks that fail when we have proven, reliable communications systems that everyone can use today? We should build on our strengths, not on the weaknesses of others.
