Thanks Paul. Yeah, I had started with the rules defined at the web app level, but some of them need access to the host name and port from the URL. Maybe I missed it, but I couldn't find a stock way of getting that info at the web app level. I have since played around with custom rules and think I can get it done that way, but if there's an easier way, I'm all ears. :)
