Actually, it turns out that I am the one with the bug in my process.

After we sent the first few flights of email, it became obvious that the
upgrade drive was *much* more successful than we had thought it would be.
So, our customer service manager is actually holding back many of the email
notifications, waiting for things to calm down a bit.

If you are registered, you will receive notification. Really.
