Add a system config to disable bucketized feature.

- [X] Here are some details about my PR, including screenshots of any UI
changes:
As mentioned in issue #1291 and #401, doing getChildren() in
subscribeForChanges() to determine if a node is bucketized or not takes a lot
time. It would be useful to have a system config to disable the feature for
performance boost.
