PREVIEW: build ORC C++ lib in toolchain
Includes a patch to allow pointing ORC at our versions of the
dependencies instead of building them itself.
Testing:
Confirmed that it built locally, confirmed that the built utilities were
runnable after sourcing impala-config.sh.
TODO: build on more Linux distros, check that the built libraries are
ususable.
