Is there something simple to be said about having stats vs. not having stats? 
How big can the difference be? It is always better to have stats?

Suppose we have a worst-case scenario where having stats significantly 
regresses the throughput of a scan-heavy workload. How can that be addressed 
without dropping stats? Dropping stats should never be an acceptable workaround.
