Review comment:
Instead of Files.createDirectory, using
`DiskBlockManager.createDirWithPermission770` (or move it to utils) should
suffice - and we wont need to change the perms.
It is unfortunate that jdk still has not fixed this
[bug](https://bugs.openjdk.java.net/browse/JDK-8137404).
