@andrewor14 a default that's a multiple of the normal timeout sounds fine
to me. Though, just thinking aloud, I also don't think there's a strong
fundamental reason they should be tied together: the ideal default for the
normal timeout ultimately depends on how long it takes to launch new executors,
whereas the ideal default for the cached timeout ultimately depends on how long
it takes the recompute the blocks that we're discarding.
@harishreedharan is this still a WIP? If so, can you include "[WIP]" in
the title?
