Review Comment:
   I get the both arguments but I thinks it's pretty evident that they have 
major downsides. @cloud-fan I don't really see how either is better than just 
annotating explicitly collated strings so that we can tell the difference. From 
my POV that approach shouldn't have any side-effect issues + will not be a 
breaking change for the parser
