I took a quick pass through this PR and the changes look good at a
high-level, since mostly they're just translating the quasiquotes code to its
Java equivalent. I'll loop back tomorrow and take another pass once you've
addressed this round of comments. If possible, it would be nice to see if we
can completely eliminate all uses of Scala reflection and remove those imports
/ locks.
