Follow-up PR #59142 ([SPARK-59872](https://issues.apache.org/jira/browse/SPARK-59872)) extends this work to cover all `OSError` subclasses (not just `FileNotFoundError`) and adds a new `PROTOBUF_DESCRIPTOR_FILE_READ_FAILED` error condition for cases like `PermissionError` and `IsADirectoryError`. It also eliminates the duplicate `open()` call in the Connect module by delegating to the classic module.
