Thanks for the re-review. Agreed, the new flag needs a binding policy. I
confirmed the `hive - other tests` failure in CI is
`SparkConfigBindingPolicySuite` ("Config enforcement for bindingPolicy") and
I'm adding `.withBindingPolicy(ConfigBindingPolicy.SESSION)` as you suggested,
so the legacy setting also applies to persisted views and SQL functions. I'll
push it after running the suite locally, and update the PR description to
describe the flag and the legacy-mode test.
