My understanding is that the problem mentioned only exists when a job has a
combination of tasks with constraints and tasks without constraints. AFAIK
this is not a common case at all -- since a stage will either be the first in
the job, in which case all tasks have locality constraints on the input data,
or will be a reduce stage, in which case none of the tasks have locality
constraints.
