@mateiz - could we just remove the `pendingTasksWithNoPrefs` construct?
I'm a bit confused what purpose this serves. If a task has no executors that
satisfy it's constraints, it will just go through the normal locality waits and
eventually get scheduled somewhere, correct?
I'm just a bit wary of making this more complicated with more knobs to
turn. Wondering if we could solve this by making it simpler.
