    I think you should call it with NO_PREF after NODE_LOCAL, but never wait 
inside resourceOffer if the level is set to NO_PREF. That is, if the 
TaskSetManager did return a task during the NODE_LOCAL call (either because it 
had one or because its delay was up), that's good, but if it didn't, it gets to 
launch a NO_PREFS one even without waiting further.
