@CodingCat regarding the node-local tasks, yes, IMO we don't need to make
that optimization. It complicates the bookkeeping in the code with only a
minimal benefit (some no-pref tasks start 3 seconds sooner, but you're waiting
3 seconds for the node-local tasks anyway). I don't think the extra code is
worth it.
