@squito and I chatted about this some offline. Not only does
receiveAndReply in CoarseGrainedSchedulerBackend need to handle the situation
where it is trying to do a RegisterExecutor on an already blacklisted executor,
but also, BlacklistTracker needs to perform blacklisting before requesting
killing (and not the other way around) to avoid introducing a potential race.
I'll send an amended patch with these modifications shortly.
