@HyukjinKwon I think this change it self looks reasonable.
`resolveURI` should seems to be fixed so that Windows' path is handled
correctly.
If `C:/path/to/some/file` is passed to `resolveURI`, the letter drive "C"
should not parsed as URI scheme.
