Hm I'm not so sure about introducing these new events. We already have a
`BlockManager*` and there is actually a one-to-one corresponding between BMs
and Executors (unfortunately). Meaning, every time `onExecutorAdded` is called
`onBlockManagerAdded` will also be called.
